How to recruit and how much to pay for Civilian ESDP missions?

On the agenda of the Foreign Relations Councellors of the EU Council there are two agenda points related to external missions of the EU (ESDP Missions):

• Daily allowances for Civilian ESDP Missions
  
• Recruitment in civilian ESDP missions

Taking into account that ESDP Missions lack oversight, it would be interesting to know what is discussed there...
